Someone has kindly informed us this tool is similar to a cork borer they used to use to make holes in cork and rubber bungs through which one inserts glass tubing but this is not quite the same

5mm (3/16”) - fairly deep gouge - no makers mark

Condition: all parts move freely although quite stiff
